§ 32-38. Development review committee review.

  • (a)

    Purpose. The purpose of the development review committee (DRC) is to concurrently with the Building and Zoning Department review site plan and development applications and provide comments and input on technical and engineering issues regarding all provisions and regulations applicable to the development and necessary to secure a building permit for the proposed development. The comments and input provided by the DRC are not meant to be an exhaustive technical review and additional comments may be raised upon formal submittal of more detailed development plans. For all applications referenced in this article, the DRC shall conduct a review of development projects. The review of projects and comments on development proposals by the DRC shall not be construed as an approval of any development project presented to the DRC.

    (b)

    Powers and duties. The development review committee shall review all applications for development approval including, but not limited to, administrative site plan review, plat approvals and amendments, variances, special exceptions, developments of regional impact applications, rezonings, and any application for development approval if requested by the Director of the Building and Zoning Department or his/her designee. The DRC shall provide technical and engineering comments and recommendations regarding any application subject to its review and as necessary to secure a building permit for the proposed development.

    (c)

    Membership of development review committee; staff; chair. The development review committee shall be composed of the Director of the Building and Zoning Department and members designated by him/her, and may include the Town Engineer, the town planner, assistant to the Town Mayor, assistant Town Clerk, executive assistant to the council, the Director of the Utilities and Stormwater Department, Public Works Director, Police Chief, and the Director of the Code Compliance Department. The Director of the Building and Zoning Department may appoint other members to the DRC as necessary to carry out its duties and responsibilities. The Director of the Building and Zoning Department shall serve as the chair of the DRC and preside over its meetings, shall document the proceedings and may request the participation of professional consultants and representatives, including from adjacent municipalities, county, regional or state agencies, if the director determines that such consultants or representatives can provide expertise or assistance concerning the proposed development.

    (d)

    Meetings and procedures.

    (1)

    Regular meetings of the development review committee shall be held according to a schedule as established from time to time by the town.

    (2)

    The DRC shall prepare written summaries that include the date, the members present and the recommendations of the committee.

    (3)

    The applicant and its representatives may be invited by the DRC to attend.

    (4)

    The DRC shall provide comments and make its recommendations in writing.
